15.  WIAA issues:

A.)  Need to really clarify the parameters and rules on Summer contact, especially with the football 4-day proposal… camp sponsorship is major question. Will Winter proposals be approved before June 1?

B.)   Hazing situation with WIAA and Gannet papers… see Doug C’s reply in Feb. 6 Bulletin.

C.)  Drug testing… no Dist II schools are testing yet… 4 Wausau area schools are considering... cost is high in budget cutting times.

D.)  Mention of WIAA Scholar/Athlete form asking about identifying code violations… is it the WIAA’s business to ask for confidential material?

E.)   Seeding – trips are a waste of time… use distance learning, faxes, e-mails, phones, etc.  Discussion about regions being spread out and schools banding together to seed on avoiding travel rather than the merits of the records of schools.

F.)   Vote on no 8th grade play w/HS at annual meeting… some schools need them for 9th grade play… confusing… waiver is still available?

G.)  YFU Exchange program… 2 year illegal status due to name change… not a valid situation… waiver ok for 2004-2005?

H.)  Some concern that the WIAA is overly conservative with the numbers of medals given to teams at State… especially with some team events… schools end up buying a lot of extras.

I.)     Realignment – thoughts that it may be on the backburner for a while.

16.  District II issues:

A.)  Everyone is struggling with budgets… note of Madison looking at cutting Athletic Director positions.

B.)   Rapids brought up the subject of Buildings and Grounds dept. charging for hosting WIAA events.  Costs are starting to wipe out any profits from being a host.  It seems most other schools simply write off the custodial costs.

C.)  Some lower level teams are starting to be cut by schools… and some varsity sports.

17.  WADA Scholarship – For WADA members’ children.  50-50 split on interest.  Suggestion to look at the possibility of creation.  Concern on dividing members.  Maybe rather than a scholarship maybe grant/$ to help school’s programs.

18.  WIAA Annual Meeting:  April 21, 2004 at the Stevens Point Holiday Inn... get your numbers for lunch to the WIAA asap.

19.  NIAAA National Workshop:  Dec. 10-14, 2004  New Orleans - Host hotel Marriott RiverWalk

20.  Retired AD Golf Outing:  Sept. 21, 2004  Evergreen Golf Course Elkhorn -  $45 - Contact is Chuck Colthardt of Whitewater.

21.  Fall District II Caucus Date:  Monday, November 8, 2004, at the WADA Workshop (10:30 a.m.)

22.  Spring District Caucus II Date:  Wednesday, April 6, 2005 at The Refuge in Antigo (11:30 a.m.).  Please make sure your conference does not schedule a meeting on this date!

23.  Meeting adjourned at 1:33 p.m.     (Thanks to Mike Devine for recording minutes of the meeting!)
